Bug 300503: ports-mgmt/pkg: missing pkg_triggers.in
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=300503

--- Description ---
Commit f16b6dd0f7c1c3a2e0447e192e39e72f21d85eb0 to update pkg to 2.9.0 adds

USE_RC_SUBR=   pkg_triggers

but doesn't include the pkg_triggers.in file that gets included as a result, so
build fails.
