I am closing this bug because the reporter found a workaround (`pkg add -f`)
and erichanskrs@ could not reproduce the upgrade loop. The issue was likely
caused by a local configuration problem (possibly multiple repos). The pkg port
has been updated significantly beyond version 2.2.0 since this report.
