I am closing this bug because it was reported against pkg 1.21.2, and the
current version is 2.6.2 -- a major version bump with a significantly rewritten
solver. The multi-repo reinstallation behavior described here was likely
addressed in the pkg 2.x rewrite. If the issue persists with current pkg,
please open a new bug with updated details.
