I am closing this as the "NOT NULL constraint failed: packages.path" error was
a server-side package repository issue, not a ports-mgmt/pkg bug. Multiple
users confirmed the issue was resolved for 14.x and 15.x aarch64 quarterly by
2026-01-15. The remaining 13.5 aarch64 problem is an infrastructure issue
related to the ampere1 build server.
