okay, good to know this doesn't affect the user-facing repository.

if i understand your proposed solution, it's essentially the same process we
use now and involves the same amount of copying, the only difference is we
stage packages in the temporary directory, so the to-be-deleted packages never
end up in the final repodir.  is that right?

if so, i'm not sure i understand what problem this solves, but it's likely i am
missing something :-)
