FreeBSD-15.1-RELEASE-amd64-dvd1.iso Optional Packages nowhere to be found after installation

I recently reinstalled FreeBSD-15.1 to an all new machine from the dvd, and like many others am trying to install a number of optional package sets which are supposed to be included in the dvd1 distribution as non-automatically installed "package-sets." the pkg-query -e '%a = 0' %o produces a list of various package-sets located. Resulting in a list of the following" base/FreeBSD-kernal-generic base/FreeBSD-kernal-generic-dbg (12 more ) base/FreeBSD-***-generic (similar lines ) base/FreeBSD-***-generic-dbg and ending with ports-mgmt/pkg Further inquiry reveals no directories or files with these names. The above pkg query was made after putting a revised copy of the FreeBSD_install_cdrom.conf and and modifying the FreeBSD.conf in /usr/local/etc/pkg/repos/ as Sir Dice suggested and then experi- enced a number of failed installed package attempts, with all trying to go online before trying to find the file. I assumed that "pkg install fusefs-exfat" would not be a big deal. Appreicate any help.
