I haven't paid too close attention to the development of pkg beyond just supporting the few changes we have downstream. We first wrote our PIE integration patch for pkg in 2023, well before 2.7.5. And at that time, if PIE was introduced via ports, then /usr/local/sbin/pkg-static would end up being compiled as a PIE. It sounds more like my knowledge of PIE in pkg is a bit stale, dating back to our work in 2023. Things have changed since then.
