Now the both base-package and port-package are classified with same character.
But in practical we generally deal only with port-packages e.g pkg delete -a.
It is some time required to clean the system without touching the base and
install prime packages from a file.

During minor and major upgrade of system manual editing and use of $ABI are
required.
But freebsd-update -r release ( to Target for upgrade ) was a good option.

In that/other case it may be a good idea to have a scope to select a desired
repository like above or as pkg remove(upgrade) -a -r 'FreeBSD'.

Regards.
