“32-bit execution remains expected”: there are other forms
of software that do not involve port-packages from a ports
tree that are trying to be covered by such wording. The
requirements of pre-built port-tree software need not be
involved at all. "run a supported i386 world (13.5/14.x)
in a chroot/jail" is over specific for some software but
has a range of applicability.

November 30, 2028 is when stable/14 support is expected
to stop. At around that point the port-package builds for
FreeBSD:14:i386 will stop as well. The context you are
interested in has a limited lifespan as far as updates
to any of the pre-built software go, now a little under
2 years of updates left.

Any documentation produced that is specific to managing
the updates for the specific example context will be
limited to that time frame and then will no longer
apply to the specific example context.
