For test purposes, I have a system from which I deleted base and all 
other packages.

The root of the test system is temporarily at /tmp/altroot and 
FreeBSD-pkg-bootstrap is installed to this root.

After chroot to /tmp/altroot:

* what is required for pkg bootstrap to succeed?

For the attached typescript, I booted from a memory stick that uses:

FreeBSD-14.3-STABLE-amd64-20250814-7b9f6ebb9268-272178-mini-memstick.img
