Actually, "///" is correct. "//" is invalid.
It's not relative vs absolute - *all* paths are considered absolute.
The format is file://<host>/<path>
If <host> is omitted, or is the word "localhost" then a local connection is
made.
""file://my/pkg/repo" actually means the path /pkg/repo on a remote host "my".
