poudriere cross amd64->arm64 bootstrap problem: pkg failed at configure stage

Dear colleagues, I have 13.1 amd64 system which acts as my poudriere builder for many amd64/i386 sets of baseversions/options now I'm trying to experiment with cross building packages for arm64.aarch64 jail compiled successfully, and is in the list: 131arm64 13.1-RELEASE arm64.aarch64 http 2022-07-03 18:49:57 /p/jails/131arm64 However, trying to build anything immediately leads to fail in building pkg excerpt from log: ===> Configuring for pkg-1.18.3 No installed jimsh or tclsh, building local bootstrap jimsh0 No working C compiler found.
