[Bug 233799] ports-mgmt/pkg: pkg install should report if a port is broken instead of acting like it does not exist.

pkg has been intentionnally decoupled as much as possible from the ports tree,
so that a repository is not aware the ports tree, because pkg is used elsewhere
than freebsd.

That said, I think we can provide some kind of hints which could be populated
by the package building system. I added this idea to the TODO list
