I am unable to reproduce this.

Please provide your full pf.conf as well as the outputs of `sudo pfctl -sr`,
`sudo pfctl -sr -a '*'` and `sudo truss pfctl -T replace -t ipdb -f
/etc/pf.country.txt`.
