Yes, likely in bug 280516, you were also falling into this.

Bug 262622 probably opened this Pandora's box with the nested anchors listing.
I'm not sure if they were ever displayed correctly. In the past, I used syntax:

#pfctl -a parrentanchor -sA 

to list the children, and it worked. But it was in the unspecified past.
