I use nat on if_ipsec interfaces in a few places on RELENG12 and RELENG13. e.g. 
nat pass log on ipsec0 inet from 192.168.255.128/25 to 100.64.1.0/24 ->
xx.yy.zz.aa

and it only works properly if I have 

net.inet.ipsec.filtertunnel=1

Not sure whats up with GRE
