Furthermore, PF seems to merely ignore the gre proto entirely, these rules also
seems to be non-working on 13.x for gre (I see untranslated IP src for gre
packets leaving the router):

nat on $oif proto { tcp, udp, icmp, gre } from <rfc1918> to any -> $natip1
nat on $oif2 proto { tcp, udp, icmp, gre } from <rfc1918> to any -> $oip2
