[Bug 290572] databases/p5-DBIx-Class-EncodedColumn: dependency update

The dependency seems incorrect.
When using it, Crypt-URandom-Token was not found and could not be loaded.

Referenced cpanfile and added to it.
https://metacpan.org/release/WREIS/DBIx-Class-EncodedColumn-0.11/source/cpanfile

There was a dependency on SQL-Translator, but since it wasn't in the CPAN file,
I removed it.
Why was the SQL-Translator dependency added?
I searched the source code for past versions of DBIx-Class-EncodedColumn, but
none of them included it in their dependencies.
