Patch to add USES-Python:3.11 to Makefile

apache-openoffice-devel-4.2.1758052376_1,4 does not compile with python 3.12. 
The patch I'm attaching is a temporary hack to require 3.11, and it allows it
to compile. When I recrate the failing build log, I will attach it.
