ZSTD is not detected by Boost's configure (equivalent) because:
1. FreeBSD base has ZSTD installed as "privatezstd" for some reason -- the
powers that be want it to only be used by the base code to use it, but not the
ports. I don't understand this -- and am annoyed by this practice, but that's,
how things are.
2. archivers/zstd installs the library into LOCALBASE, but boost does not check
there.
The Bug 287204 should address this once committed.
