Patch for libixion

Drop USES= autoreconf

Compile tested on FreeBSD 13.2-RELEASE (amd64) (make, make check-plist)

Poudriere testport OK 12.4-RELEASE (amd64)
Poudriere testport OK 13.2-RELEASE (amd64)
