patch to ports infrastructure to allow architecture-dependent PORTREVISIONs

I am now running with the attached patch. It adds support for one more corner
case (only architecture-dependent PORTREVISIONs, no default).

It seems to be having no ill effects after using it in a portmaster -a run of
more than 1000 ports.
