your CUPS installation seems to be broken.

in a clean environment (poudriere, this way is recommended to build a such
massive suite) it cannot to be reproduced.

checking whether to enable CUPS support... yes
checking whether cups support is present... checking for cupsPrintFiles in
-lcups... yes
checking for cups/cups.h... yes
