jails use ixv, bhyve needs ppt.  Did you see

There is some bz that claims they are mutually exclusive, I haven't looked into
that yet.  There is a chance your VMs (if freebsd) need a new enough ixv to
work (stable/15 or stable/14 are a safe bet).  Let me know.
