You're right, I didn't see the DELAY swap.  But the patch is incorrect in two
dimensions 1) DELAY takes milliseconds not ticks and reintroduces a busy wait
where we can't 2) I think this is an issue in bridge, we still need a sleepable
lock here and therefore bridge stp should check media status outside of epoch.
