[PATCH] ping/ping6: support FIB selection

Hi everyone,

I have a patch to add FIB support to |ping| and |ping6| (using |setfib| 
is a bit cumbersome).

I’m finishing up the test cases, but I wanted to ask: what’s the best 
way to proceed? Should I submit it to Phabricator directly, or would 
someone like to take a look first in case there are issues?
