Usually if the number of pure ACKs is relatively low to the flow's life time,
it is considered non-harmful and sometimes benefits a bit from sate
refreshment.

If you think this is not the case, please provide traces for the investigation.

Also if it is reproducible, better provide tcpdump traces together with some
kernel traces like TCP blackhole log, or SIFTR (I prefer
https://github.com/ccfbsd/siftr2), or even a packetdrill script.
