I marked a potential MFC here, but I'm unsure if that'll actually happen; this
is technically a breaking change as we currently guarantee some form of stable
MAC address given some properties of the host/jail.  It's also kind of an
egregious enough error that it might be worth the hassle with proper relnotes.
