Walk the PCIe config space of a device and disable ASPM

Companion to eth_aspm_disable attachment. Put this script in /usr/local/sbin.

Requires the pciutils package for lspci and setpci.

The script finds the link control register for a PCIe device and clears the two
ASPM bits.
