Okay, again, much time passes.  With very much help from Roy, we have
gotten my FreeBSD 14.1 system successfully receiving and using the
IPv6 prefix delegation from Verizon FiOS.  There were more config issues
for me to work out, and a few bugs in dhcpcd that Roy fixed.

I’ve trimmed away the month-old history from this email, it’s available in
archives for anyone who wants it.  The tl;dr; is that I have a config that
works that allows dhcpcd to provide what I was looking for, and Roy
has some fixes in his tree that will be being released soon.  :-)

If anyone has questions about what I ended up with, feel free to reach
out to me off-list.
