I tested an I217 and I219 back to back and there is no issue with any media
speeds - autoselect, 1000, 100, 10.
bceec3d80a3c will allow the fixed side to set the remote's duplex correctly at
10 and 100.
Not sure if something has changed since this was filed or if it is down to a
particular chip or cable so closing unless we can recreate it.
