On my HP Proliant server HP ML110 G6 w/ FreeBSD 13, I've done exactly the same
procédure (Shutdown -h, cycle power, shutdown -p, and then wake WOL) and it
works. 

But then, after a simple "shutdown -p now", WOL doesn't work.
