The ipfw bug is fixed in the development branch now, it will be fixed shortly
in stable/13 and will be included in 13.0-RELEASE-p3.

I have no idea what the pf nat issue is, comment 32 does not make it clear to
me.  Can you show the errors you get when trying to load the pf kernel module? 
It sounds like there is some mismatch between the running kernel and the
installed kernel modules.  In any case, this is probably best discussed in a
separate PR.
