I am closing this feature request because jbeich@FreeBSD.org thoroughly
explained the situation: Intel QSV support requires oneVPL-intel-gpu which is
unmaintained and needs many non-upstreamed patches to work on FreeBSD. VAAPI is
the recommended and functional alternative for hardware encoding. This is not
actionable without significant upstream porting work that nobody has
volunteered to do.
