confirmed very same error when building multimedia/mpv with OPENAL option.
confirmed rebuild of audio/openal-soft in the absence of devel/libfmt solved
the issue. fwiw, libfmt was reinstalled after openal-soft, prior to building
mpv.

my non-default options to openal-soft are:
CONFIG=on
JACK=on
PORTAUDIO=on
PULSEAUDIO=on
SNDIO=on

so perhaps one or more of these can account for the discrepancy
