So that after mmap(2) with PROT_MAX implied (vm.imply_prot_max=1) and W^X
present (kern.elf64.allow_wx=0) LuaJIT's use of mprotect() would give
executable pages for JIT. Having no opt out results in the following when
running mpv in such environment:

$ mpv
[...]
PANIC: unprotected error in call to Lua API (runtime code generation failed,
restricted kernel?)

This is unrelated to 0.41.0 update and is bandwagon, otherwise it is impossible
for me to land such change (committers in my experience are hesitant to commit
mitigation and opt out related port glue).
