multimedia/v4l_compat: Integrate usb/video.h

Integrate usb/video.h:
* Add usb/video.h to ${BASE_HEADERS}, required for a
  graphics/opencv-4.11.0 update
* Increment ${PORTREVISION}
* Sort ${BASE_HEADERS}
* Use the correct sorted output from make makeplist for pkg-plist

poudriere-testport multimedia/v4l_compat:
main-amd64-default: Pass
13_4-amd64-release: Pass
13_5-amd64-release: Pass
14_2-amd64-release: Pass
main-i386-default: Fail 
13_4-i386-release: Fail
13_5-i386-release: Fail
14_2-i386-release: Fail

Not sure what is up with the i386 builds, they all failed with the following:
> Child process pid=${SOME_PID} terminated abnormally: Segmentation fault
> *** Error code 139
