to fix  qt6-webengine or any chromium to use system ffmpeg we need to borrow a
patch from chromium which readd a function which has been removed from ffmpeg
itself, this patch is small enough so it can be added to ffmpeg port direcly
(archlinux does that), I running a mini exp-run loclaly and will push ffmpeg8
after that
