I can confirm I'm seeing this as well on 14.3p1+2025Q3.  It looks like
audio/libsndfile only gets added to LIB_DEPENDS when OPTIONS_EXAMPLES is set. 
This is still fine in most cases, but causes this failure in the specific
config where EXAMPLES is off but TEST is on.  There's a chance that may be a
bug in poudriere's resolver rather than a bug in the port; I have libsndfile
installed in my base system so it's hard to test the direct "make build"
behaviour and see if it happens with that configuration outside the jails. 
Specifically, I see the same error even after turning the EXAMPLES on to match
(which poudriere did confirm it saw as adding the new dependency), but turning
off TEST works even without EXAMPLES and I'm more than willing to assume that
the both-set error is on the part of the operator given my experience with
poudriere.
