All actionable items of this PR are done.
The JAVA_DEFAULT=21 is in ports for over a week and on multiple package
mirrors.
I didn't get any feedback about regression from these changes.

So I'm closing this now. Follow-ups can be handled via new PRs.

Thanks to everybody involved. There was a lot of pre-work done before I
finished it.

Next steps, java_default=25 (bug #293559) and deprecating openjdk8.
