Only thing I've been able to come up with so far is "for people who want a JDK on a headless server but either do not want any Java-based ports on the machine, or else want all three of (1) Java-based ports, (2) a JDK that can be used with those Java-based ports, and (3) an entirely separate JDK that can't do anything that they couldn't already do with the JDK mentioned in #2", which... seems like it's probably a rather niche set of desires. To be clear, I'm asking this only out of curiosity, because I feel like I'm missing something here.
