I have updated my -current to 1c0d2f0b1a98526e4f1f5a051ce6904b4c3164e1 and
played with Jython a bit.
When I try on java 11:
import java.net
g = java.net.InetAddress.getAllByName("228.5.6.7")
z = java.net.MulticastSocket(6790)
z.joinGroup(g[0])
This gives:

I can confirm that udp46 socket gets created before the program exists
