IMO, this is a kernel bug that it doesn't work with old ipfw binaries.  That is
an unacceptable level of ABI breakage.  _Maybe_ you could break the ABI if it's
been multiple stable branches, but upgrading from stable/N to stable/N+1 has to
work following the usual process of rebooting into the kernel first.
