Feels like a routing glitch at RENATER.  I see 96.47.64.0/20 everywhere 
I've looked (via RouteViews and RIPE RIS).

There isn't much we can do from this end.  As far as we can tell, the 
prefix is picked up by all our provider's upstreams.
