Also, lib/settings seems to be generated by configure, not installed in the
bootstrap, so simply regenerating the current bootstrap won't work. You would
need to add USES=autoreconf, patch m4/fptools_set_haskell_platform_vars.m4 and
only then regenerate the bootstrap. I chose the current way, because then it's
not necessary to add two patches (also for lang/ghc96).
