    devel/llvm11: deprecate

    The sole remaining dependant port is devel/py-cadquery-pywrap whose
    github readme consists of "Don't use this tool, unless you really need
    to."  As such it seems safe to deprecate.

    Previously llvm11 had been required for ghc bootstrap.
