I'm having the same problem trying to upgrade emulators/qemu.
As a workaround, assuming PWD is /usr/ports, you can continue the upgrade with:
# make -C emulators/qemu
and upgrade using portmaster with your usual flags (-DgB in my case) and the -C
flag (prevents 'make clean' from being run before building):
# portmaster -DgB -C emulators/qemu
