/etc/login.access bug?

In my new install of FreeBSD 13.1, I added these new lines to the end of 
the default /etc/login.access file:
-:ALL EXCEPT wheel:ALL
-:ALL:ALL
When trying to sign on, I got this error:

jeremy is not allowed to log in from [client_ip]
Connection closed by [server_ip] port 22

My ID is in the wheel group.
jeremy@webhost:~ % groups
jeremy wheel

If I modified the file to instead have these lines, it works:
+:wheel:ALL
-:ALL EXCEPT wheel:ALL
-:ALL:ALL
