poudriere-testport(8): Cannot build ports-mgmt/pkg on a 13.1-RELEASE arm64.aarch64 jail

I hope you're having a wonderful weekend.
The following is what I get on an arm64 jail - my host is an amd64 running
14.0-CURRENT from commit 2ff6e4ee976:

No installed jimsh or tclsh, building local bootstrap jimsh0
No working C compiler found. Tried /nxb-bin/usr/bin/cc and gcc.

Please report the problem to pkg@FreeBSD.org [maintainer] and attach the
"/wrkdirs/usr/ports/ports-mgmt/pkg/work/pkg-1.17.5/config.log" including
the
output of the failure of your make command. Also, it might be a good
idea to
provide an overview of all packages installed on your system (e.g. a
/wrkdirs/usr/ports/ports-mgmt/pkg/work/pkg-1.17.5/src/pkg-static info -g
-Ea).

This is only happening on 13.1-RELEASE arm64. I have no issue with
12.3-RELEASE and 14.0-CURRENT jails of the same arm64 architecture.
I would appreciate any help.
