This appears to break go ports, if the distfiles haven't already been
fetched. This is possibly only when using 15.0 as thats all I'm testing
against atm. Could we consider reverting it please, or at least making
it conditional for osrel >= 1500000 ?

Or is there a better solution?

I'm currently testing on 15.0-BETA2 as both host os and poudriere jail,
on arm64, and multiple ports including:

- devel/buildkite-agent
- textproc/go-md2man
- www/opengist
- devel/git-lfs
- sysutils/containers-common
- sysutils/skopeo
- sysutils/podman-suite
... etc

When using 14.3-RELEASE, this issue does not occur, so anybody
building ports with both 14 & 15 will likely not see it as their
distfiles cache will already contain all required files, and
the failing fetch will not occur.
